The two-part guide covers all areas of design, maintenance and operation required specifically for healthcare environments to meet legal standards and maintain good air quality standards for their premises.

HTM 03-01 is aimed at all those responsible for the design: suppliers, installers, facilities managers, and ventilation systems operations. There will be parts of HTM 03-01 which will be relevant to managers concerned with the day-to-day management of healthcare facilities and senior healthcare management

What does HTM 03-01 cover in the document?

HTM 03-01 covers two parts, part A on design and ventilation whilst part B on operational management and performance verification. The latest version was published in 2021 and supersedes all previous Health Technical Memorandum 03-01 versions since originally publishing, ‘Specialised Ventilation in Healthcare Premises’ in 2007.

The memorandum provides a comprehensive recommendation and advice on the ventilation system for healthcare premises providing acute care, where patients need specialist support and treatment which can’t be provided in the community. The recommendations in HTM 03-01 set out the minimum requirements for ventilation systems.

HTM 03-01 ensures that ventilation systems in healthcare settings maintain a safe environment for patients and staff while preventing infection risks. The minimum requirements for ventilation systems outlined in the HTM 03-01 include:

Ventilation design:

Adequate fresh air supply to maintain indoor air quality and dilute airborne contaminants. Proper airflow patterns to control airborne contaminants in areas like isolation rooms, operating theatres, and critical care units.

Adequate air change rates based on room type and usage. Specific air change rates depending on the area (e.g., operating theatres, isolation rooms, general wards). Use of appropriate filters (e.g., HEPA filters for clean areas) to remove particulates and microorganisms.

Maintaining comfortable temperature and humidity controls for safe conditions for patients and staff.

System maintenance:

Regular inspections and servicing of ventilation systems by qualified personnel. Systems must be validated upon installation and periodically maintained.

HEPA filters must be checked and replaced as needed. Filters should be replaced according to schedule.

Monitoring of air quality parameters like particle counts. Ensuring compliance with specified pressure gradients between areas.

Documentation and records:

Maintenance logs detailing inspections, repairs, and filter changes

Designated responsible persons for managing ventilation systems

HTM 03-01 applies to new installations and major refurbishments of existing installations as provided by the Estates and Facilities Division of the Department for Health. It applies to ‘all types of healthcare premises’. It is aimed at healthcare management, estate managers and operations managers in all healthcare premises.

Is it a legal requirement?

In the UK, every healthcare environment, whether specialised rooms for treatment, clinical environments, or in and outpatient facilities, will have a ventilation system. Due to the sensitive nature of healthcare environments, a review of your ventilation systems will matter critically to protect the recovery of patients. There are statutory requirements within the HTM 03-01 that healthcare providers have a duty of care to ensure that appropriate governance arrangements are in place and are managed effectively.

Breathe a sigh of relief with professional air duct cleaning

Air ducts should be thoroughly cleaned following strict protocols to prevent the build-up of contaminants. To ensure compliance with HTM 03-01 appointing an experienced and knowledgeable company to maintain and clean your ventilation system to the required standards will ensure your system remains compliant and works efficiently.

Rentokil Specialist Hygiene provides professional air duct cleaning services compliant with HTM 03-01, including a full compliance report. Contact us today to find out more about our duct cleaning services.

Call Us 0808 159 1403

WhatsApp Us

Get in Touch with Us

Healthcare premises will know managing and monitoring the ventilation system within their premises is critical in protecting the well-being and health of their patients, staff and visitors.
